Could you put your dinner fork down, I can save you 30%

If the point of world trade is to create specialised countries, that each may do what it is best at...

...why are English-speaking call centers outsourced to a country where the language is spoken by 30-40% of the population, only 11% as a first language, with what most seem to find as a thick, difficult to interpret, accent, over a vast distance at great expense, and with great degradation to the quality of the analogue signal itself?

I fail to see how that can be 'what it is best at'. Seems to stem more from 'whomever is cheapest', at the detriment of quality.
